TOKYO, JAPAN, November 21, 2002-NTT DoCoMo, Inc. and its eight regional subsidiaries announced today that they will begin offering a service that allows internet service providers (ISPs) use of NTT DoCoMo's PDC-based packet network. Aimed at stimulating further development of Japan's mobile internet market, the new service will enable ISPs to provide users with i-mode-like services. |
| Guidelines for ISPs are as follows: |
| 1. | Target Type I or Type II telecommunications operators. |

DoCoMo will provide ISPs with caller numbers and locations only after handset customers have input the required information. | ||||||||||||||

DoCoMo will release its web access functions to ISPs so that users will be able to access ISP portal sites (equivalent to conventional iMenu™ sites), and websites (equivalent to conventional independent sites). | ||||||||||||||

Users will also be able to access their ISP's mail server with i-mode handsets. This will enable ISPs to operate both push- and pull-type message transmission services. |

| 1. | Target Customers who have PDC based i-mode service compatible handsets will have access to this new service*. Users who have not registered for the i-mode service will need to submit an application for the packet transmission service's Dual/Light Plan to gain access to ISP content. The basic monthly charge for this plan is 150 yen and packet transmission fee is 0.3 yen per packet**. Users will also be required to submit an application to their ISP and preinstall information via the handset prior to service use.*Some mova models may be excluded. ** Excluding the 400 bundled packets, the transmission fee per packet is reduced to 0.2 yen when monthly transmission exceeds more than 100,000 packets. |
| In line with official requirements, DoCoMo today notified the Ministry of Public Management, Home Affairs, and Posts and Telecommunications of its plans to allow ISPs access to NTT DoCoMo's packet network. |
