Standardization of Third-Generation Mobile Communications System

The above operators agreed to promote standardization of third-generation mobile communications system, with the five items below forming their basic position.

 

1. With the growth in the penetration of Internet services and information terminals witnessed today, the demand for multimedia services in a mobile environment is expected to increase rapidly toward the new millennium.
In many countries, early deployment of IMT-2000 networks to bring mobile multimedia services into existence is thus required.

2. Given the trend towards globalization in the society and economy, the ideal is to establish a worldwide mobile communications platform based on a single technical standard. To date, meetings amongst operators, etc., have been actively promoted in a bid to forge a consensus on the technologies and systems for a single standard, and the operators have extended their utmost efforts to this end.

3. (1) ITU-R TG8/1 has been discussing the family concept of IMT-2000 and has also pursued its consensus building activities among the multiple Radio Transmission Technologies (RTTs) proposals submitted to ITU.
(2) The operators commit their continued endeavors to achieving harmonization of the different proposals based on the basic principles elaborated below:
a) Reduce the number of RTTs.
b) Enhance commonality amongst different RTTs.

The objectives for the above are to:
a) Allow easier implementation of multi-mode terminals.
b) Pursue economies of scale.

4. The issue of Intellectual Property Rights (IPR) is ultimately an issue to be handled and resolved among the IPR holders, and it should be discussed separately from the standardization activities at ITU. In any case, licenses regarding the use of IPR should be granted on fair, reasonable and non-discriminatory terms and conditions. The parties concerned are urged to deepen their discussions on the technical contents of relevant patents, so that the present regrettable situation can be overcome at an early stage.

5. It is critically important that the ITU recommendation be published as scheduled.
